In addition to the Deliberative Council and the  Executive Team, ABCR also has Regional Centers and with Thematic Groups. The Nuclei represent ABCR territorially, expanding our reach and being closer to the pickups. The Groups, on the other hand, are always national and debate fundraising based on a specific topic, such as culture, education, the environment, etc. Check out the thematic groups that are already working here .

To regulate the creation and performance of Regional Centers and Thematic Groups, the following regiment was approved in 2011 (later amended in 2014 and 2019):

ABCR Centers and Groups Internal Regulations

Article 1 - The Regional Centers and Thematic Groups of the Brazilian Association of Fundraisers (ABCR) are an interest group formed by voluntary ABCR members, of indefinite duration, subordinated to the Deliberative Council and subject to the provisions of the ABCR Statute, to the Code of Conduct and Professional Ethics, and to these Rules of Procedure.

Article 2 – Regional Nuclei are the units that represent Brazilian territorial divisions (regions, states or municipalities) and can be constituted in as many locations as there are in the country.

Sole Paragraph – Two Centers cannot represent the same territory, and their area of ​​representation must be expressly provided for in the act of their creation.

Article 3 – The initiative on the creation and extinction of Regional Centers belongs to the members of their territory, with the approval of their creation or extinction and, also of the coordination team, competence of the ABCR Deliberative Council.

Article 4 – The Coordination team for each Regional Nucleus must be chosen by the members of its territory.

Article 5 – The Regional Centers have the following purposes:

1. Foster reflections and exchanges of experiences on fundraising from civil society organizations;
2. Seek means for the professional development of its participants;
3. Act in line with ABCR's mission and its activities, but in tune with the characteristics of the territory;
4. Recruit associates for ABCR;
5. Maintain the dialogue channel with the ABCR executive team and other centers.

Article 6 – Thematic Groups are the national thematic units of ABCR, which can be set up to discuss culture, environment, health, education, social action, sports and as many other topics as necessary.

1º – A group can also be constituted to carry out a specific event on behalf of ABCR, characterizing itself as a Strategic Unit or Action Group.
2nd – The creation or extinction of Thematic Groups is the exclusive competence of the Deliberative Council of ABCR by proposal of the executive team or initiative of a group of associates who will manifest themselves to the deliberative council in a documented way.
3rd – The ABCR Theme Group Coordination team will be appointed by the executive team or at the initiative of a group of associates who will manifest themselves to the Executive Board in a documented way.

Article 7 – New Regional Centers and Thematic Groups must have their creation approved by the Deliberative Council and undergo a minimum probationary period of six months, when they will then be formally resolved on their approval and the nomination of their management team.


Article 8 – The creation, in a pilot and temporary phase, of a Regional Center or Thematic Group of ABCR by the Executive Director must be carried out in a formal meeting with the Deliberative Council in minutes, which must include the referendum on the name of the elected team by the members of this Nucleus or Group.

Article 9 – The minimum composition of the Coordination of Centers and Groups of ABCR will be two positions:

I. General Coordinator;
II. Deputy Coordinator

1º – The members of the minimum composition of the Coordination of the Regional Centers and Thematic Groups of ABCR must be members and be up to date with their statutory duties, and cannot be part of any other Group or Center of ABCR, as well as the council deliberative or executive team.
2nd – The General Coordinator will represent the Regional Nucleus or the Thematic Group with the ABCR deliberative council and in the case of the Regional Nucleus in all instances in its territory of operation.
3rd – The Vice-Coordinator replaces the General Coordinator in his/her absence and attributions.
4th – The rules for eligibility to the positions of the minimum composition of the Regional Centers and Thematic Groups will follow the provisions of the ABCR Statute for the election of the Deliberative Council.
5th – The ABCR member can only be reappointed once for the same position in the Regional Nucleus or Thematic Group of which he is a part, if he has already completed a full term of office of three years.
6th – The participation of the member in the Regional Centers and Thematic Groups of ABCR is voluntary and will not be remunerated.
7th – In the act of candidacy, those interested in assuming the coordination of the Centers and Thematic Groups must present, in writing, a letter of intent to the deliberative council.
8 - Actions that represent a conflict of interest and reputational risk to ABCR, following the guidelines of Article 10 of the ABCR Statute, will be punished with loss of the position of Coordinator.

Article 10 – Each Nucleus or Group must develop a work plan submitted for consideration and approval by the Deliberative Council.

1st – It is up to the deliberative council, supported by the ABCR executive team, to monitor and evaluate the performance of the Regional Centers and Thematic Groups, according to the work plan presented and approved.
2nd – The visual identity of the ABCR Centers and Groups will follow the visual identity defined by the ABCR deliberative council.

Article 11 – The Regional Centers and Thematic Group will have the autonomy to raise funds locally, with the objective of developing activities to fulfill the established purposes.

Sole Paragraph – The executive team must be informed of any fundraising action involving the name of ABCR.

Article 12 – ABCR will provide an exclusive current account of the Regional Nucleus or Thematic Group, if necessary. The rendering of accounts must follow ABCR's accounting practices, and their consolidations will be semi-annually, and the information must be forwarded within 15 calendar days after the end of the semester.

Article 13 – The ABCR deliberative council may, with good reason, intervene and dismiss the responsible Coordinators, and if there is no indication of a new management team by the plenary of the Regional Nucleus or Thematic Group, appoint an intervener to remedy the damages caused, which should act until the next board meeting is held.

Article 14 – The Regional Centers and Thematic Groups may define their own rules of action, as long as they are not contrary to the ABCR Statute and Code of Ethics and Professional Conduct, and to these Regulations.

Article 15 – ABCR will support the activities of Regional Centers and Thematic Groups in the following capacity:

1. Support for activities: knowledge and material resources (when applicable) to replicate actions in the territory.
2. Participation in events: the Executive Director's time will be made available to participate in events and actions in the territory, allocated according to the order of arrival of requests and availability of calendar. In the absence of the executive director, a member of the Boards or the network of associates may be appointed to fulfill the function.
3. Institutional support for the dissemination of actions in the territory through ABCR's channels and initiatives.
4. Financial resources, when applicable.

Article 16 – Cases not covered by this Regulation will be decided by the Deliberative Council or provisionally by the executive team until the next meeting of the Deliberative Council.

Article 17 – The ABCR Deliberative Council may, at any time, provided that in a formal meeting, approve changes to these Rules, making its new version public on the ABCR website.

Article 18 – These Bylaws will enter into force on the date of their approval by the Deliberative Council and endorsed at the Extraordinary General Meeting to be convened for this purpose and published on the ABCR website.
